War Memorial in Cosperville Cemetery

Can anyone tell me who put the memorial in the Cosperville Cemetery?I'm not sure if it was the Historical Society or some other organization.There is a Stienbarger listed on it for The War of 1812.I have been unable to find out any info him.I thought maybe whoever contributed the info or had dedicated the memorial could help me.
