Some of the naturalization records for Arenac may be under Bay County since Arenac was created from the upper portion of Bay County in 1883. See map history at

The naturalization papers can be order from Michigan. The have a webpage which lists names of individuals naturalized by county (Arenac is not shown, but Bay County is.)
