The "New Campbell" may be a reference to the Campbell House which was located on the corner of Water and Third streets in downtown Bay City. It was originally built by Sidney Campbell for his residence, and later it became a boarding house and in 1863, A.N. Rouech leased the building giving the Campbell House name.

The "new" might be referencing new ownerships or an update to the hotel.

That's my best guess anyway.
