If the person is deceased than you should send a copy of their death certificate.
Was your relative Catholic?If so, try sending away for their baptismal certificate.
Just send a letter to the church that you
think they were baptised in. Baptismal certificates list the persons birthdate, parents names and godparents.
There is also a birth index which lists the name, date and birth certificate number.You can access these indexes at the 42nd st library in manhatten.They cover all boroughs from the late 1800's to the 1960's.
You can also rent it microfilm at the Latter Day Saints Librarywww.familysearch.org is their website.From there you can find the one closest to you.
