New York State did not issue marriage licenses until 1881.
"The Secretary of the Province" was probably a Church of England official (the Society for the Propagation of Faith) acting in wartime conditions in 1782.New York and the other 12 colonies were ceded to the Continental Congress by King George III in 1783.
A Bishop of New York was appointed in 1783 to succeed the authority of the Bishop of London.The Anglican parishes have continued to this day.
