Samuel Arbuckle Hatter in Steubenville last seen 1808

Does anyone have historical infoormation on the early 1800's in Steubenville? I am searching for anything I can find on Samuel Arbuckle and his wife Leah. Samuel was know to be a hatter. They were there by 1807.
