Isaac Neton, b. OH, 24, engineer.
Frank P., b. OH, 20, river pilot.
George W., b. OH, 16.
Julia S., b. OH, 21.
Ada B., granddau, b. OH, 4.
However, I don't know for sure if this was YOUR Frank's family.
In 1900 Frank was living in Cinnebar, Lewis Co., WA.
Lavice Lowell, head household, boarding home owner.
Frank Scott, b. OH, May 1856, boarder, 44, single, both parent's born PA, mining engineer.
In 1900 Frank also lived in Portland Ward 4, Multnomah Co., OR.
Frank Scott, roomer, b. OH May 1856, single, engineer mining, both parents born PA.
In 1910 Frank was living in Cinnabar, Lewis Co., WA.
Frank Scott, b. OH, 51, M1 6 yrs, mouse? laborer coal mine, father born-Scotland, mother born=Ireland.
Francis, wife, b. MN, 30, M2, had given birth to two children who are alive in 1910.

The "rule" in genealogy when you have discrepancies about where parents were born is to use the earliest info you can find. I believe that both parents were born in PA but obviously can't prove it.
There were many Frank Scott's in earlier censuses but not one with both parents born in PA.
His parents' names might be on his death certificate. They weren't mentioned in his obituary.
