Only the one census gives 1906 as their immigration date.Other censuses give dates in the late 1890s.What I think may have happened is that the parents married in Lowell, but moved back and forth between Lowell and Joliette a few times. Possibly they wanted the kids to be born in Canada or the mother wanted to be near family when she was ready to give birth.Arthur and his son Anastase were probably both born in Ste. Emelie de l'Energie, Joliette, Quebec.Since you have Anastase's exact birth date from his draft registrations, you might want to see when they started keeping birth records and send for a copy of his.
According to wikipedia Ste Emelie de l'Energie is a very small place and according to google it looks like there is only one church:

Perhaps if you can not find a birth record, you will be able to find a baptismal record.
The 1881 census shows the family in the same location as 1891.Also in 1871, same location, Joseph BEAUDRY, 27, Malvina, 22, and Arthur, 9/12.

They have baptismal records for Anastase & Arthur and a marriage record for Joseph & Malvina, but I can't seem to access the details without paying, even though it says you get 25 free searches for subscribing.It might be worth it to you to get a paid subscription.I think the smallest one they have is $20.
