I have entertained such a connection of Risby/Respess surnames.But on to Billups.The Hopkins citation is interesting.I have no knowledge of Anne Rispess surname (Thomas Surry 1758) and it seems a possibility for Billups.A good source for me has been Records of Colonial Gloucester County by Polly Cary Mason Vols I and II.Vol II contains a subheading "Papers of the Lilly-Billups-Stoakes Families. On page 70 of Vol II the bottom note re Estate of Elizabeth Lilly."We Rosanah Lilly and William Lilly (the Administrators f the Estate of Elizabeth Lilly)do by these presents firmly agree that John Billups and William Callis shall decide the difference that is now betwixt us & if they cannot agree they are to choose....................." May 3, 1771.
I do not have the following page/s. Unfortunately I was a bit short sighted and only copied those pages that contained the Respess surname.
However my point being that John Billups could also be an etux of an estate.
