I'm sorry I don't know anything about BOLEY's in the UK, but the town of BOLEY is in Okfuskee County OK. Originally Creek Lands.
It was named for the postmaster W H BOLEY July 1903.
The town does have quite a history. There are a number of books but I can't remember off hand. Try a search or the OK Gen Web site.

PS Do you know anything about a Nicholas BOLEY (VA) related to the DONNER family ?
