There is a ship passenger record that states that a Francis Bright came from England to Virginia (I don't think it stated the county) in 1651.He could be the ancestor of Francis Bright, owner of Portobello plantation in York county about 1812 to 1820, which you mentioned.
Unfortunately, I can't shed any light on later Brights in Gloucester Co. in the 1800s. My Bright ancestors haied from Lower Norfolk Co., VA and came down to North Carolina in 1696 (Richard Bright) and in the first decade of the 18th Century. (Henry and John Bright. Some of their children did return to VA later, as the counties they went to (Pasquotank and Currituck Co., NC, are adjacent to the VA border.
