The WWI and WWII draft cards for Elvin McKinley Claycomb shows he was born April 19, 1896 in New Enterprise, PA.
The 1900 census of Bedford County shows an Elvin M. Clacum, born April 1896, as the step son of Michael H. Clotz, born April 1879. His wife was Blanche, born Feb 1877.

Michael's obituary is rather interesting.
If you want to learn who Elvin's father was his marriage license might have it as might his obituary. The SSDI shows he died Aug 1981 and last lived in Bedford County. Most likely they got their license at the Bedford County Register of Wills. The Bedford County Historical Society can probably help you find his obit.
