I'm guessing here as you haven't provided much information. Is your brother Rickie West and did he buy a 67 marker test but he is getting only a 25 marker match with the E1B1B1A1B group of Irish Codds (known as CODE in Canada)? If so this discussion should really be in the CODD group.
A 25 marker match which doesn't work at the 37 marker level is probably a fluke.
These E's are a very small group in Britain (less than 2%)- they are most common in Albania. Some people think they must have been descended from Illyrian troops in the Roman army.
I really dont know all that much about E's as none of my Cornish familes belong to this DNA group.
Looking at the English 1851 census, I see 24 Thomas Wests with father James, scattered all over the place. The only Thomas J was born in Dorchester Dorset 1833. Do you know how old Thomas was when he emigrated?.
