I have also looked for verification of David Davies Ebi/Eby in Virginia but so far have found nothing concrete--just the same family story you have.However, I have seen this Eby line reported as coming from Washington County, PA.It is my understanding that this area of PA was originally part of Virginia.
My research for some other purposes also shows that a number of Brethren families moved from the Frederick County/Hagerstown, MD area; Washington County, PA and nearby areas at about the same time to Stark County.Like the Ebys they all ended up in the same Nimishillen Church in Stark County--so I am "suspicious" that the Ebys were likely part of this migration.Sons of David Davis married in with these families during this general time period also including the families which came through Washington County on their way to Stark Co., OH.
I believe there may also be some first names found in this Eby line such as Adam and Delilah which may be found more often with the Ebys who went to that area of Maryland/Virginia than perhaps in some other lines of the family.
All this is, of course, strictly guesswork trying to find some new angle or clues to David Davis; but I would not be surprised if David Davis and his family were part of this Brethren migration to Stark County.Two of the Ebys are listed in the early history of the Nimishillen Church as being among those to host the church in their home.
