I know that Elizabeth was living in Richmond immediately before and during the War between the States because of surviving correspondence. Her family nickname was 'Bettie' rather than 'Betsey' and notes to her were occasionally addressed 'Miss Martin Epps'. Her fiance makes reference to her brother Charley in his wartime letters and there was a Charles Epps from Richmond in one of the Virginia units, so I suspect they are the same man. I also suspect he is the same man as the Capt Charles H Epps who was a captain on the Richmond police in 1889-90 because Capt Epps was at the Marshall Street police station and I have a letter addressed to my grandmother in 1893 care of Captain C H Epps at the corner of Marshall and Adams.
So the connection with Richmond is very strong from at least 1860 on. But I cannot find out who their father was!
