There are different possible reasons why his mother is listed as GOINES and Joe is listed as FLEMING.For that time period the most likely reason would be that after her marriage to Mr. Fleming, she married a Mr. GOINES.I tried looking for a Martha FLEMING in 1870 with a son named Joe and didn't have much luck.It's hard to say how old Joe would have been in the 1870 census, because his age fluctuates so much in the other censuses.He could have been anywhere between 10 and 17.

The only thing I did find that might be worth taking a closer look at was in 1870 census for Ways, Thomas Co, GA.There's a William GOING, age 45, Martha, age 25, and Joseph, age 12.Sometimes stepchildren are listed under their stepfather's name.This Martha is a bit young to be the same one as the 1900 census, but when people don't have birth records, their ages become flexible.It's possible that the 1900 Martha wasn't quite as old as she said she was.
