It provides links for various resources.For the 1861 census, they link to Ancestry.ca (paid subscription, maybe with images) or the Mormon website pilot.familysearch.com that only has the index.I referenced the 1861 index to find the family in St-David with the badly transcribed name of Narcisse (I believe).I don't have a world subscription to Ancestry.com or a paid subscription to Ancestry.ca (cheaper alternative).
It is possible to do an inter-library loan of the 1861 micofilm from Canada (slightly expensive for shipping). You could probably loan the microfilm through the Mormon Family History Centers too for a few dollars.
I don't know of any "free" websites for the 1861 census. The only free websites for Canadian census records I know is for the 1901 and 1911 census.
