Handley/Kincaid marriages, Greenbrier County, WV

Similar posts have hinted at these questions, but no answers have been given, so I will ask them again. The marriage records for Greenbrier County, WV lists the following two marriages:
1. William Handley to Rebecca Kincaid in 1807
2. William Handley to Nancy Kincaid in 1821
The marriage bond is available from the Greenbrier Historical Society for the William Handley/Rebecca Kincaid marriage. It indicates that Rebecca is the daughter of James Kincaid.
No bond seems to be available for William Handley's marriage to Nancy Kincaid.
The questions:
1. Is the William Handley of marriage #1 the same person of marriage #2?
2. Who are the parents of either (both?) William Handley?
3. What is the relationship (if any) of Rebecca and Nancy?
4. Who are the children of either/both marriages?
