Your best bet would be to get Julia's death certificate. The PA Dept of Health should have it. Her obituary may prove helpful especially if it lists where she was born and her sister's married names. If Julia's death certificate and obituary doesn't list her parents perhaps one of her siblings DC's and obits does. Check with the Western Pennsylvania Genealogical Society and the Historical Society of Western Pennsylvania to see if they can help you with the obit.

There might be something in the Allegheny County Orphans Court records showing Alice's care of the children. It might be in another county if the parents died elsewhere. Much of that depends if the children had an inheritance coming when they were still minors. The marriage records of Julia and her siblings might have some data on the parents. If they got married in Allegheny County you can check with the Register of Wills (which I believe includes the Orphans Court).

The cemetery where she is buried may have something in their records as might the church she was a member of. Check with the Diocese of Pittsburgh's Catholic Archives:
