Sorry for the delay. There's always a chance that our Frederick Hess' are related since little is known about them, especially mine, and the date John was born is so close to your Frederick. I have a picture of my Frederick Hess along with his brother, my great-grandfather, John H. Hess, some of John Hess' children, and Fred and John's father, my great-great-grandfather, taken in Baltimore. MD. Looking at the picture of the two, it looks like there could not be more then two years between them.
I have very little info on my Frederick except that he may have been a Police Officer in Wilmington, Del. at one time or another. It seems that my Frederick Hess just dropped off the map. Could be he shuffled off to Buffalo.
Have you come up with any other connections to Delaware or Baltimore, MD. for him. Regards, John
