Jack, My family is also from Carroll Co. I don't have anything in my files on Jack or Felton, I do however have four Williams: The first, b. 1814, parents Thomas H and Frankie(unknown); William A, b.1864, parents Thomas H and Rhoda Lambert; William Alfred, b.6-28-1860, d.6-15-1918, parents Charles M and Mary Lambert; William Elbert "Eb", b.7-13-1894, d.8-13-1960, parents John W and Mary Files.
