There may well be a connection here. I have my great grandfather's (Henry Phillip Libbert) death certificate on hand, It only states that he was born in Missouri. But his daughter Lucy was born in or around Cole County. Her DC only states "Jefferson, Missouri" That could be Jefferson City.
At any rate, Henry Phillip was born in 1864 and his father's name was Henry according to the DC. My Henry Phillip could well be brother to your husband's grandfather John.
Phillip came to Oklahoma in 1904 when he was about 39 years of age so he most likely came to oklahoma on his own, with wife Mary and daughter Lucy, my grandmother. His other two children were born in Oklahoma.
As to Lucy's father, there is no doubt it was Henry Phillip. It states so on Lucy's DC and I have first hand information on that. I was born in 1938 and Henry died in 1949, so I knew him as well as a ten year old could know a Great grandfather.
His death was not an easy one, having lost a leg and being wheel chair bound his last years, plus senility and other personal problems.
I know so little else of him that I am at a loss as to how I could prove a connection. But the facts you describe fit. The German connection also fits, as Lucy married into a German family (Freymuth) that had landed here in St Charles County, Mo in 1834, and it was several generations before any of the Freymuths married into anything other then another German family.
I have photos I can provide for similarity
comparisons if that helps make a connection.
