As far as I know these families are not related.My William McDowell and Mary is not from PA. area.
I collect, catalog and file (McDowell) this is all that I can find on this family.Someday I may need it.
Buried in S. Shenango Cemetery, Crawford County, PA headstone indicates he was 90 years old

To other two sons of Robert, James and Robert the other half (son Robert was deceased in 1813) to son John: 150 acres and to daughter Martha McMichael remaining 50 acres of said tract (northeast corner). To John - all personal effects. John to pay final expenses. Executors: John McDowell and Thomas McMichael. Will drawn 22 August 1822, witnesses: Hugh Andrews and Hugh Fletcher

In the 1790 census the McDowell family lived in the same neighborhood as the McMichael brothers.
Martha's obituary:
Died
In Fallowfield twp Mrs. Martha McMichael, in the 69th year of her age. The deceased was the second white woman who crossed the waters of Crooked Creek to make a permanent residence in 1798.
Census shows her living with son Matthew in 1830 & with Matthew's widow Mary in 1840. Her will, Oct. 18, 1842 Crawford County Early Wills R Docket 1 P 232, She may have died on Nov 2, 1843 from info by Paul Gamble New Wilmington, PA.
Her father was Matthew McDowell born 1739 in Northern Ireland, later emigrating to America. He married Lucy Turner. We have records of three children: (1.) Robert, married Hannah Roberts, (2.) Martha, married Thomas McMichael, and (3.) John. Her father Matthew from an assessment of Pine Creek township dated April 28, 1786 was listed as a resident in Clinton County, PA.
Robert MCDOWELL b: 1764
Lived in Northumberland County then in Crawford County after 1798.
First documented record of his land was found from Division of Land Records, Historical and Museum Commission, Harrisburg, PA. It shows: Warrant #856 Survey Book D 30-299 for 53.65 acres on Survey of 9,Dec 1795, Bald Eagle Township, Northumberland County. Date of warrant: 21 November 1792.
In 1798 Robert McDowell appears in the PA Population Company Land Sales: Robert McDowell, W Fallowfield Twp, 200 acres. Tract 711 of PA Population Land. May 1, 1798 deed delivered Sept 29, 1808. He was a resident of S. Shenango.
