Hi Larry, I have very little info on Martha E. Washam. She is listed on the application #23650 (Dawes Roll) as mother of Lenard Lee Meadows-Cherokee-living. No marriage record for her and W.J.Meadows. He is listed as father. She is also recorded as midwife for Lenard's first 2 children. I also found her in the IGI, LDS records at familysearch.org
born 12 Aug 1851 D: 20 Sept 1918. Hope this is some help. I am trying to trace my Meadows line and would appreciate any info you may have to share.
