Meigs & Barclay, 1827 McMinn Co. newspaper publishers

I have been researching the newspaper career of John Bain Hood and his sons, Samuel M. Hood and Joseph Churchill Strong Hood. The Tennessee Newspaper Project includes the following info on one of their ventures. I'm wondering who Meigs and Barclay were? Any ideas?
