I have the following reference from the unpublished genealogy manuscript compiled by Samuel W. Pennypacker that indicates these individuals are likely the same person. You will notice that Abel F. Pennypacker was still living and worked in Reading at the time the manuscript was being compiled between 1874-1880.
Pennypacker, Samuel W., Genealogy of the Pennypacker family: including those bearing the names of Pennypacker, Pennybacker, Pennebecker..., unpublished manuscript, Pennypacker Mills, Rt. 73 & Haldeman Rd., Schwenksville, PA 19473.
"Abel F. Pennypacker, b. Ap. 9, 1840..m. Rachel M. dau. of William Hall.He was mustered Sep. 24, 1863 in battery B. 1 Artillery, 43 Penna. Vol., promoted from private to corporal Oct. 18, 1864; and mustered out June 9, 1865.Since a weighmaster in the railroad shops at Reading, Pa."
