Jason,
Identifying them won't be a problem but getting an address might be; however,I think much needs to be done before anyone is approached.
For one thing, the cost of testing could deter those who don't see any particular reason for it--ie I wanted to get my cousins tested because my ancestors arrived in Virginia in the 17th censuty and in most cases no records have survived to indicate their English origin; we hope to do that one of these days throughDNA matches.
The Somersets, however, know perfectly well who they are, and probably don't think they need DNA testing--unless, of course, they can be convinced of the value of learning their deep ancestry.
I think privacy issues and other concerns might best be mitigated if someone well-known and trusted in DNA testing were to invite them to join a project at no cost to themselves, while also pointing out the advantages of it.
I don't think an individual stands much chance of persuading any of them to participate.
So if we are interested in getting this done, we ought to try to figure out a way to get a suitable project started with adequate funding for free DNA tests.
