Hi Jenna, have you tried the website run by the Mormons at www.familysearch.com. You can view the IGI on-line, it is very easy to use. And its FREE.
The first page is the HOME PAGE, you will see a SEARCH 'tab' (like on a Index card) CLICK on that & it will go to the next page which is like a form to fill in. Just type in the name of the person you are looking for in the boxes, eg. William Ray.
Select an Event (press the little arrow in the box) & CLICK on one what ever you are looking for - a Birth, Marriage or Death, then put in an approxamate year, eg. 1860 & then SELECT how many years do you want it to search backwards & forwards e.g. 5 years, 10 years, 20 years.
There is a box for Nationality CLICK on that & scroll (press the little arrow at the side if it) through it till you find the Country you are looking for, eg. England then press SEARCH (or is it SUBMIT?) & it will search for all William Ray's that were born from 1850 to 1870, & they will all come up on the next page.
The names are written in blue & are unerlined, the date and place of the event eg, 23 June 1863, St. Michaels, Sunderland. Co. Durham, England is underneath. If you find a 'William' that might be the one you are looking for, CLICK on the underlined name & it will go to the next page & show you the parents names & other information. If it is not who you are looking for CLICK on you BACK button on the top of your screen & it will take you back to the Name page again. Do try it & let me know how you get on. (If you PRINT this letter out you will have your instructions to hand).
