I am tracing the Rowleys in Tipton, Staffs (John Rowley m.1782 Sarah Smith)and Brierley Hill/Kingswinford, Staffs (Edward Rowley m.1786 in Tipton to Sarah Baker then moved to Brierley Hill). I suspect that John originated in Dudley, Worcs.
