Trying to find a Paul Rumbelow in Swansea

Hi, I am trying to find a Paul Rumbelow from Swansea S.Wales UK. On behalf of a friend Janine. She has been searching for her half brother for quite some time, anyone knows of this Paul Rumbelow from Swansea (who isnt on the electoral Roll for Swansea), and who lived at some point in Eaton Road Brynhyfyrd.
