I don't think that I know any more than what you have read, Tom, about the children of Balzer Stem.
I think that it is Balzer's daughter, Catherine, who married Ismael Owen and gave birth to a long list of children including my ancestor, Sarah Owen Saunders.
I would like to know where Balzer's other children lived.Ismael Owen died in 1820 and I don't know where Sarah Owen lived after that.If I knew where Catherine's siblings lived, I might be able to look for Sarah there.Ismael does not appear to have had relatives in the States, so when he died his children would have had only their mother's people to look to for help.
Catherine was also left a young orphan.She might have lived with Balzer's relatives or with her mother's relatives until her first marriage.It appears that she was Catherine Haselit before she married Ismael Owen.
Your questions do point me toward looking for orphans' court records for Balzer's children.His minor children should have had guardians appointed.Papers should have been created describing relationships and, perhaps, telling where the children were to live.
