You can look at William's April 14, 1908 Michigan death certificate for free at (misindexed as Storer): http://seekingmichigan.cdmhost.com/seeking_michigan/seek_advanced.phphttp://seekingmichigan.cdmhost.com/seeking_michigan/seek_advanced.php
It doesn't list his father's name but the mother's was Nancy Rhinehardt (Reinhardt).
The 1900 census lists William as the father-in-law of Armasa Brown and his wife Ruth. He was divorced.
According to Frank's 1891 marriage record he was the son of William Stover and Hannah Perry. Mary was the daughter of William Alexander and Hattie Eagle: http://search.labs.familysearch.org/recordsearch/start.html?datestamp=1195390820093#c=1452395;p=collectionDetailshttp://search.labs.familysearch.org/recordsearch/start.html?datestamp=1195390820093#c=1452395;p=collectionDetails
