Feliz, I don't know if this is the info you are looking for but I wanted to share it. I also am interested in the Tovars and came across a Betty Tovar from Waterloo, although I knew my husbands grandma Betty was no longer a "Tovar" and had lived in CA..anyways this Betty Tovar is on Facebook so I messaged her and this is her responces.

Interesting how the same names are used over and over! When I married my husband, John, in Waterloo, IA, I knew there were at least 3 other Betty J. Tovars. He also has a brother, Pat. As far as I know, we are not related. My husband's parents came from La Losa in Guanajuato, MXO. There are family members living in Juarez, Leon, and El Paso. In the US, the Tovars who are related to us are in Oregon, Colorado, Tennessee, Missouri, South Carolina, and Illinois. There is one who is a Personal Trainer and a Chef in southern CA. My husband's grandparents were Munoz and Zuniga. So, if you are connected somewhere there, we may be related. Hope this helped.
We got it all pinned down now. My late father-in-law was Juan Tovar. His 3rd or 4th cousin in Waterloo was Regino. Regino's children that I have heard about were Lyle, Becky, Francis (the bow hunter), Philip (Feliz) and David. My husband's family: Pete (dec), Magdalano (Mike), Manuel, Bernadine (Banner), Jesus (Jesse-dec.), Francisco (dec), Mary, Daniel, and Patricio (Pat). Probably more family history than you need to know!
