I don't think the name can be pinned down to a particular ethnic group. It probably arose in medieval times and would have been a name attached to someone from the 'Tweed dale' which is essentially Lowland Scotland. If someone from this area moved to another area they would be labled as a 'Tweedale'. There are certainly many variations on the spelling - but of course 2 or 3 hundred years ago names were simply spelled phonetically.
