O.M. Welborn (most newspaper accounts spelled it "Welburn"), was accused of mismanagement of funds and "fast living" while chief of Internal Revenue for California. I have downloaded many of the the newspaper articles from that time (1893-1899) that cover the opium dens, liquor, orgies, suicides, etc., It was quite scandalous. I was tracking the story since the chief deputy for that office, Louis Loupe, is a relative. Feel free to contact me if you would like copies.
