Hugh Welch of Tenn and Ill.

I have found a Hugh C. Welch who married Arta J. Banks in Rhea Co. Tenn. abt 1899.Then in the 1900 census they are in Ill.This is a sec. marriage for Hugh and possibly a 3rd marriage for Arta.
When Arta married William J. Banks she was a Dotson.Both Arta and William were older.
Looking up Hugh he wasin the Civil War in a Confederate army having enlisted in Hamilton Co. Ten. (just below Rhea)then later in the war he re-enlists in Ill (probably i the Union Army.He doesn't seem to ever have had children.
Does any Welch researcher have this Hugh?
