I haven't been able to get any more info of Frederick "Friedrich" Wolter. I did find out who his son married; a young lady from Kansas. Otto and his wife and son died in California. There may be a relationship somewhere though. I forgot, did find a Friedrich Wolter on a census in Germany; no parents though. He was 16 and it is the right age, but no way of checking it out.
