I am not familiar with the "evidence" that William Woodard was born in Dublin, Ireland in 1710. However, I have never seen any evidence of a marriage between William Woodard (the elder) and Annie Henon. There are deeds in Culpeper Co., VA in 1793 and 1797 from William Woodard (the elder) and his wife Jane to the orphans of Richard Woodard and to William Woodard, Jr., so either he married three times, with his first and third wives both named Jane, or the marriage to an Annie Henon is incorrect.

William Woodard (the elder) disappears from the personal property tax rolls after 1814, so I am also somewhat suspicious about a reported death date in 1818.
