Rayburn Dean Wicoff, b. June 27, 1893, Mt Plaski, IL, plasterer, married w/ 5 yr old child, medium height and build, blue eyes, brown hair.
Mt Pulaski is in Logan County, Illinois, which is pretty much in the center of the state.
1900 census, Denver Colorado

Matilda, wife, b. Dec 1843, m 34 yrs, OH OH OH
3 children
Wicoff, Florence, dau, b. Sept 1875, m 6 yrs, 3 children, 2 living, OH OH OH Chamber maid
Raburn D, g-son, b. June 1894, IL IL OH
Myrtle L, g-dau, b. Aug 1897, IL IL OH

Henry A Wikoff to Florence Roderick, Nov 16, 1893 in Macon County.
Macon County is adjacent to Logan County
There were a number of Wicoff/Wycoff in Logan and Macon Counties of Illinois in 1870/80, w/ a couple of Henry's, but unable to tell for sure which would be the right one.There isn't an 1890 census.
